HHS AWARDS $64 MILLION TO 37 STATES

PROGRAMS FOR PERSONS WITH DISABILITIES TO LIVE IN THE COMMUNITY

As alluded to by CMS’ Thomas Hamilton speaking September 24th at ANCOR’s 2001 Governmental Activities Seminar, Department of Health and Human Services’ (HHS) Secretary Tommy Thompson announced Friday, September 28th approximately $64 million in new systems change grants to states to develop programs enabling individuals with disabilities to live and participate fully in their communities. 37 states and one territory received the grant awards, which are part of the President’s New Freedom Initiative to remove barriers to community living.

Systems Changes for Community Living Grants will be awarded to the following states: Alaska, Alabama, Arkansas, Colorado, Connecticut, Delaware, Florida, Georgia, Guam, Hawaii, Idaho, Illinois, Indiana, Iowa, Kentucky, Maryland, Maine, Massachusetts, Michigan, Minnesota, Missouri, Montana, Nebraska, New Hampshire, New Jersey, Nevada, North Carolina, Oklahoma, Oregon, Rhode Island, South Carolina, Tennessee, Virginia, Vermont, Washington, Wisconsin and West Virginia. Other entities receiving grants include the Rutgers Center for State Health Policy in New Jersey, the Independent Living Research Utilization program and the Austin Resource Center for Independent Living in Texas, the Mid-Alabama Chapter of the Alabama Coalition of Citizens with Disabilities, the Great Rivers Independent Living Center in Wisconsin, the Making Choices for Independent Living in Maryland, and DisABILITY LINK in Georgia. Four separate grant programs comprise the Systems Changes for Community Living grants.

Real Choice Systems Change grants: $40.8 million to help states design and implement effective and enduring improvements in community longterm support systems to enable children and adults of any age who have disabilities or long term illnesses to live and participate in their communities.

Community-integrated Personal Assistance Services and Supports grants: $7.6 million to support states' efforts to improve personal assistance services that are consumer-directed or offer maximum individual control.

Nursing Facility Transitions grants: $11.1 million to help states transition eligible individuals from nursing facilities to the community through two types of grants: State program grants to support state program initiatives and "Independent Living Partnership" to selected Independent Living Centers (ILCs) to promote partnerships between ILCs and states to support nursing facility transitions.

National Technical Assistance Exchange for Community Living grant: $4.9 million to provide technical assistance, training, and information to states, consumers, families, and other agencies and organizationsStates receiving the grants will use the funds to design and implement improvements in community long-term support systems—in partnership with their state’s disabilities and aging communities—to allow individuals with disabilities and long-term illnesses to choose where they want to live and the supports and services they receive. Grantees will have 36 months to spend the funds awarded. The Centers for Medicare and Medicaid Services (CMS) will award the grant funds.
