I am President of the Porterville Developmental Center Parents Group. I represent all the families of the 830 +/- clients who live in the DC. Nearly 300 are there because they might have gone to prison, if the DC was not there. The others are very medically fragile and/or have severe behavior problems.

When the Coffelt case was settled in 1993, we Parents were not allowed to intervene to give our side of the story. Therefore, about 200 people died, who were transferred to the community. Most of those were medically fragile. Those clients paid more than the behavior people, so were transferred first. They were bedfast and only required maintenance. Where those with behavior problems were harder to control, unless given large doses of drugs. Many were transferred back to the DC's, and took months to get them off the drugs.

I see the myth of what it would take to bring the DC's up to specification, is still being used. I guess nobody told you that the $1.5 billion was what it would cost to tear down the existing DC's and build new ones. Our DC here at Porterville is constantly updated. We also house those who would otherwise go to jail. Two of the clients listed in PAI's lawsuit, are such persons, who cannot be discharged until the court says so.

I wish you would get all the correct details before you write articles. But, of course they might not be as 'Newsworthy' as what you continue to feed the people.
