Attempts to change the process of selection of the State Council Board Member who is a relative or guardian of a DC or State Hospital Resident -Governor Davis has currently appointed Sunny Maden , prior appointee was Martin Appel , Charlotte Cordes, David Anderson and Connie Moya as well as George DeBell were previously appointed by the Governor to represent the DC parents, friends and loved ones on the State Council .
Attempts to combine the State Council and Area Boards
Federal Government has demanded that Federal Funds be used to implement the State Plan and the State of California Health and Welfare Agency has agreed that this issue will be solved by August 1, 2002. The Federal Grant funds the State council and the Area Boards and will be discontinued again if the mandate is not met. There is no state funding available to continue Area Boards this year.

Addresses the issue of burial sites at State Developmental Center and Mental Hospital properties.
