Possible Parental Co-Pay on Regional Center Services

Set for May 13 Hearing ASSEMBLY BUDGET SUBCOMMITTEE WILL LOOK AT PROPOSAL TO REQUIRE PARENTAL FEES ON REGIONAL CENTER SERVICES

The Assembly Budget Subcommittee #1 on Health and Human Services is scheduled to consider the Legislative Analyst's recommendation to possibly require families for children under the age of 18 to pay a co-payment or a "share of the cost" option on specified regional center services, based on a sliding income scale. The budget subcommittee hearing is scheduled for May 13, Monday afternoon at 4:00 pm in the State Capitol.

The Legislative Analyst Office made the recommendation on February 20, as part of their review of the Governor's proposed budget for 2002-2003, which he released January 10. Exact costs to families - or the savings to the state were not estimated by the Legislative Analyst because they said that regional centers do not collect income data from people they provide services and supports to (except for those children in 24 hour residential facilities).

Some of the services that the Legislative Analyst identified as possible "share of the cost" options (for children under age of 18) include respite care and residential care, possibly speech therapy and behavior management. Co-payments do exist for two services in the community - day case and diapers. Co-payments are not being recommended by the Legislative Analyst for Early Intervention services provided to children under 3 years because of Federal funding requirements that these services be provided at no cost to families. More information on these proposed "share of the cost" options will be available later today and will be reported in another update.

The other issue the subcommittee will consider is renewing statutory lanaguage that requires regional center employee and consultant contracts to be available for public inspection.

IMPACT TO PEOPLE WITH DEVELOPMENTAL DISABILTIES * Significant to families - depending on their income levels and the types of services they receive - who have children under age of 18 and receiving services and supports in the community. * Uncertain impact to providers of respite, (including vouchered), and other providers who provide services that could require co-payments.

NEXT STEPS AND RELATED ACTION * The Assembly Budget Subcommittee will look at this proposal - there is no indication yet how they will proceed. * The Senate Budget Subcommittee has taken no action on this issue (to date it has not been brought up). Depending on the Governor's revision of his proposed budget that he will release May 14, the specific issue may or may not come up in the Senate Budget Subcommittee (which meets next for its final subcommittee meeting on May 18, Saturday afternoon at 5:00 PM).
